ABOUT THE MCA

 

The Maritime and Coastguard Agency (MCA) is a UK executive agency working to prevent the loss of lives at sea and is responsible for implementing British and International maritime law and safety policy.

This involves coordinating search and rescue (SAR) at sea through Her Majesty's Coastguard (HMCG), ensuring that ships meet international and UK safety standards, monitoring and preventing coastal water pollution and testing and issuing Merchant Navy Certificates of Competency (licences) for ships' officers and crew to STCW requirements. The organisation is led by Sir Alan Massey, its Chief Executive, who took up the post in July 2010.

The MCA has three distinct "outward facing" elements - provision of search and rescue and prevention activity through Her Majesty's Coastguard, port and flag state control of shipping through a network of Marine Offices and the development of international standards and policy for shipping through the International Maritime Organisation.
The MCA has now established an Automatic Identification System (AIS) network around the UK coast, for real-time tracking and monitoring of shipping movements from the shore.

Its motto is "Safer Lives, Safer Ships, Cleaner Seas".

 

 

THE MCA DIRECTORS

 

Sir Alan Massey - Alan Massey became the Maritime and Coastguard Agency’s Chief Executive in July 2010. 

 

He joined the MCA following a career in the Royal Navy that culminated in the post of Second Sea Lord and Commander-in-Chief, Naval Home Command, in the rank of Vice Admiral. During his seagoing years he commanded four warships, including the aircraft carriers HMS ILLUSTRIOUS and ARK ROYAL. He was appointed CBE in 2003 and KCB in 2009.


Philip Naylor - Philip Naylor joined the MCA in April 2009 and is Director of Maritime Safety and Standards. In his post he is responsible for ensuring the safety and quality of seafarers and ships under the Red Ensign, along with responsibilities for the UK Ship Register and our survey and inspection regime.

 

Philip worked as General Manager for Fleet Marine and Shore Operations for Carnival UK from 1986. There he was responsible for the worldwide operation of 12 cruise ships, as well as major developments ashore in the Port of Southampton. He has also led Carnival's emergency response organisation.


Sue Ketteridge - Sue Ketteridge joined the MCA in 2008 and is Director of Strategy and Finance. She is responsible for corporate and business planning and for providing the financial and management accounting and contract services for the Agency. 

 

Sue worked for the Ministry of Defence from 1990, in strategic and financial roles related to the Navy, Army and Air Force, until she joined DEFRA as Head of Finance and Corporate Services in the Living, Land & Seas Group. She then became Director of Finance for the Valuation Office Agency before joining the team at the MCA. 


Richard Parkes - Richard Parkes is Director of Maritime Operations and is responsible for Search and Rescue (including oversight of HM Coastguard) and Counter Pollution operations, along with ICT, Human Resources and Learning and Development. He has worked for the Agency since 1999. 

 

Richard began his maritime career as a cadet with Cayzer Irvine Shipping. He went on to become a Coastguard in Bermuda, finally taking responsibility for search and rescue, counter pollution and navigation safety for the territory. He has his own theory about the Bermuda Triangle.

 


PROCUREMENT


The MCA’s procurement branch is based at its Southampton headquarters. Its primary purpose is to ensure that the agency secures the best value for money in all of its purchases and, where necessary, in compliance with the European Procurement Directives.

The branch achieves these goals by identifying the most cost effective methods of purchasing and contracting for a wide range of goods and services.
